Tennessee man accused of sexually abusing local child

A Tennessee man has been arrested and charged with first-degree sexual abuse after he allegedly kissed and fondled a local 10-year-old girl.

Ralph P. Dubiel, 53, of 147 Cricket Hollow Road in Cosby, Tenn., was arrested Friday, Aug. 16, at 5:39 p.m.

According to Dubiel's arrest citation, Campbellsville Police Officer Ryan Jewell received a complaint of a possible sexual abuse case at a residence in Taylor County.

The complaint states that the girl told police that Dubiel pulled his pants down in front of her twice on Wednesday, Aug. 14, and asked her to perform oral sex. She said she refused.

The girl said Dubiel touched her genitals on the outside of her clothing and kissed her and put his tongue in her mouth.

Dubiel was brought to the Campbellsville Police Department, the citation states, and agreed to speak with Jewell about the girl's allegations. Dubiel denied committing the acts in the interview, court records state.

Dubiel pleaded not guilty to the charge on Friday, Aug. 17, in Taylor District Court. Bond was set at $15,000 cash and he was ordered to not contact the alleged victim or leave Taylor County. He was appointed a public defender.

On Wednesday, Aug. 22, the case against Dubiel was held to a Taylor County grand jury for possible indictment. Dubiel's bond was reduced to $5,000 cash.

First-degree sexual abuse is a Class D felony, punishable by as much as five years in prison.
