Dr. Billy H. Stout, associate professor of special education at Campbellsville University, has received tenure, according to an announcement from Dr. Michael V. Carter, president of CU.
Stout has served at Campbellsville University since 2008.
Stout retired from his position as superintendent at Spencer County Schools in Taylorsville in 1995, where he had served since 1985.
Before working at Spencer County, he served as superintendent at Barren County Schools in Glasgow from 1983 to 1985, and superintendent at Trimble County Schools in Bedford from 1977 to 1983.
He has also served at Indiana University in Bloomington, Ind., as a placement consultant in the School of Education, principal at Robinson Elementary School in Ary, Ky., and primary teacher and part-time special education director at Scottsburg Elementary in Scottsburg, Ind. He has also taught at Middle Colly School in Ermine, Ky., Utica Junior High School and Utica Elementary School in Utica, Ohio and Marengo Elementary School in Marengo, Ohio.
Stout is a 1962 graduate of Whitesburg High School in Whitesburg. He received an associate degree in elementary education from Lees Junior College in Jackson in 1964. He graduated in 1970 from Cumberland College in Williamsburg, with a bachelor's in elementary education. He received a master's in elementary/special education in 1974 from Indiana University Southeast in New Albany, Ind., and a doctorate in school administration in 1977 from Indiana University in Bloomington.
Stout has also served with the Kentucky Department of Education, with Western Kentucky University and the University of Louisville as an adjunct instructor, and as a consultant for Leslie County Board of Education, Muhlenberg County Board of Education and Union County Board of Education.
He is a retired member of the Kentucky Education Association, Spencer County Retired Teachers Association, the Counsel for Exceptional Children, the Education Law Association, as well as honor organizations Phi Delta Kappa and Kappa Delta Phi.
He also served with Spencer County/Taylorsville Lions Club as president, charter member and board member.
Stout and his wife, Reba, have a daughter, Shawn Renee Stout Hicks. They have two grandchildren, Jordan and Brendan Hicks.
