Elaine Munday followed the push for the recent library tax in Louisville. And while the Taylor County Public Library director was surprised the tax failed, she'd been there before.
While the local library has had a 4-cent tax for more than 20 years, it took two attempts for it to become a reality. It's likely the most crucial element to the library's existence.
"Without it, we wouldn't be here," Munday said.
The Louisville library tax was to pay for a major expansion of the Louisville Free Library system. The tax failed with 143,318 votes to 70,328.
